The mayor of Marbella has amassed a fortune of more than 12 million after three decades in politics.

Since he was in municipal and national politics, Ángeles Muñoz has not stopped acquiring properties and companies. At market prices, the assets made by the mayor of Marbella exceed 12 million euros, although the senator also stopped working as a family doctor in 1994 to devote himself exclusively to politics.

Before entering politics, Muñoz was married to Lars Gunnar Broberg, a real estate developer on the Costa del Sol who was convicted last September of belonging to a criminal organization dedicated to laundering drug money. According to the National Court, Joachim Broberg (49), Lars Gunnar’s son from a previous marriage, who has lived with Muñoz since he was a teenager, occupies a prominent place in this organization.

Joachim Broberg had his phone tapped with court permission as he celebrated his stepfather’s recent victory in 2019 in Marbella and other PP towns where he has real estate interests, as well as in the junta. “We have a spoiled Andalusia,” he said at the hearing.

Born in Córdoba in 1960, Muñoz’s family soon moved to Málaga. The mayoress has a degree in medicine, a profession she began practicing as a resident intern at a hospital in the capital city of Malaga in 1984. In 1988, he arrived in San Pedro de Alcantara to take up the position he had obtained as a family doctor. . Before he decided to enter politics in 1994, the following year he was elected deputy mayor of Benahavis, Malaga’s richest city. At the time, she was already married for the second time to real estate developer Lars Gunnar Broberg, originally from Sweden, with whom she had two children.

It is in 1998 that Muñoz makes the leap into Marbella politics. That year he was elected president of the city’s PP, a position he continues to hold 24 years later. Also in 1998, Muñoz bought an office on Calle Lagasca in Madrid, in the heart of the capital’s wealthiest district. From 85 square meters, the current real value of a property in Madrid is 386,374 euros, according to the calculation of the price per square meter of non-residential buildings of this area. In the 2019 statement, Muñoz states that this is a house and that its value is significantly lower, at €211,896.30.

The following year, in 1999, Muñoz bought a house in an urbanization in Benahavis. In an announcement made 3 years ago, the City Hall collected a cadastral value of 124,126 euros for what is actually a duplex penthouse in one of the most expensive urbanizations in the area. The average square meter there is 2,742.66 euros, so the real value of the house was 416,885.32 euros, which is three times higher than the advertised price. In the same year, Muñoz took part in his first election in Marbella, but was far from power: he won three seats.

Second election in Marbella and Palace

Muñoz’s property declaration to the Marbella City Council and Senate states that the mayor and senator does not include the assets he enjoys through the two Gibraltar companies, only the shares he owns in both.

In 2003, the year of the second municipal election in Marbella, Ángeles Muñoz acquired the most valuable property: a mansion in Benahavis, which she bought 50% with her husband and which is now for sale.

Benhav Palace has been embroiled in controversy since the media revealed in 2014 how it had been purchased 11 years earlier. In 2003, Muñoz and the Broberg couple bought 98% of the shares that a company called Crasel Limited held in another, Crasel Panoramica SL, which in turn owned the palace. Crasel Limited was based in Gibraltar, a “tax haven”, according to the definition that Mariano Rajoy’s government would later give the British territory.

Muñoz owns 49% of Crasel Panorámica, a total of 44,174 shares, with an identical value in euros. In fact, those 44,174 shares are worth more than €6 million, half of what his palace is worth.

A luxurious house in Benahavis is valued at more than 12 million euros. Muñoz corresponded to 6,008,090.4 euros, as estimated by real estate market experts elDiario.es. Muñoz does not receive a salary as mayor, only a per diem, and for eight years as a member of Congress; six in his senatorship, which he continues; and eight more Andalusian parliamentarians in two different periods. He also held the position of Director General under his political mentor, Javier Arena, when he was Minister of Labor.

The two societies of Gibraltar

Already installed in the politics of Marbella, in 2005, Ángeles Muñoz made another significant expenditure: a plot of 2,787 square meters worth 3,140,949 euros. The plot of land was purchased through the company Hacienda Property, of which Muñoz owns 50% (the other half is owned by his wife). Hacienda Property was in turn owned by Gibraltar-based company Cutaga Limited.

Ángeles Muñoz Uriol renewed the declaration of “economic interests” in the Senate in 2021 to include a three-year term as an autonomous official. As of today, she has not updated her 2019 wealth declaration and therefore it does not appear that on July 7, 2020, more than two years ago, she acquired the 50% she did not own in Hacienda Property from her husband. .

The company’s capital is €548,895.60, but as with the other Gibraltar company whose mansion is named after it, Hacienda Property’s real estate assets are close to €4 million.

Also in 2005, Hacienda Property, still 50% owned by Muñoz and Broberg, bought an industrial warehouse in San Pedro de Alcantara for half a million euros, equivalent to the mayor of Marbella’s 250,000 euros. Hacienda Property acquired an industrial warehouse (€300,000) and a marina in Puerto Banús (€50,000) in the same year.

When asked by the City Council that the mayor will not update the property declaration after he acquired 100% of Hacienda Properties, the Consistory spokesman limited himself to the answer that the said update should be done “on standby”.

A house in Sweden with a boat

2007 is one of the most important years in the political life of Angels Muñoz. The previous legislature was set up in Marbella due to an agreement between the PSOE and the Andalusian party. Finally, in 2007, Muñoz’s message of reviving Marbella won out and he became its “adopted” municipal councilor, according to the term included in the political biography on the Marbella City Hall website.

2007 is also an important year in the history of Mayor’s purchases. Not far from Marbella, in the Swedish town of Skarham, the couple bought a single-family villa of 560 square meters. The value of this property in Sweden, Lars Broberg’s country of origin, is €251,200, according to Muñoz.

The reality of the real estate market today is €2,419,960. The calculation is made as a reference, taking into account the average price per square meter in this city (4321.42 euros) and not taking into account that it is on the coast and has its own beach. The 50% owned by Muñoz represents a gross and real value of €1,209,980.

The only property Muñoz claims to inherit is 12.5% ​​of a 212 square meter townhouse in Estepona. Its part, at the market price, would be equivalent to 54,728.26 euros. The mayor received the inheritance in 2013.

There is only one real estate purchase by Muñoz before entering politics, an office in the Plaza de Marbella shopping center, which is now valued at €534,127 when considering the cost per square meter of similar offices in the same location. In his public statement, Muñoz gives it a cadastral value of 90,662.35 euros.
